I have seen two men wearing homemade sock swimwear last summer. One was a true sock, tied on with a shoe string. The man said he sometimes wore real sock swimsuits, decided to stop at the lake for some swimming, and didn't have anything in the car, so he improvised using the shoestring from a pair of athletic shoes, and a sock he normally would have worn with those shoes. The second had on a very shear covering. He admitted that he was wearing a Dust Buster type vacuum cleaner bag. The bag is tiny to fit in the hand-held vacuum and has a elastic band which holds it in the vacuum cleaner, or in his case, on his equipment. They are sold in a quantity like 3 or 5, and can be trashed when they get old. I guess if there is a will, there is a way.
