I use to live in Va. Beach.  They are supposedly "illegal", but I only even remotely can only remember 1 time anything was said to me.  I was near the end of the strip towards the naval base.  It was a busy holiday like the 4th of July and I had on a g-string.  There was NO ONE even near me, and I ended up falling asleep sunning on my stomach.  Well sometime later I awoke to a truck pulling up.  It was the military police.  The guy got out the truck and came over and said that with the big crowd out he would advise that I be more discrete.  I looked around and the beach that was empty was PACKED!  I flipped over and just told the guy no problem.  No hassle.

I've even had the police come by before.... its all a matter of "how the police" feel.  If they want to make a fuss they will, if they don't have time (usually they don't) they will not even bother you.  Key is to not just be up walking around like its Miami South Beach. lol  If you want to get in the water, go there and come right back.  Don't stroll down the beach to flaunt.  That may get you into trouble.

Avoid beaches along Norfolks ocean front (Oceanview - Bay Bridge Tunnel).  Seems most of the residents near the beach who can look out their windows are not that acceptable of "thongs per say.  I'd advised for spots in Va. Beach where the "locals" usually hang out.  Avoid the strip!  Toursit usually visit there and sometimes wear thongs.  But I'd recommend keeping it low key.  Also try to avoid kids unless you have kids and they are going with you. 

Overall with all the beach real estate along Va. Beach / Norfolk / Chesapeake / Hampton  you should be able to find a few spots with safety.  I'd advise to just scout out places.  You should see other thongs... usually it was the strippers.  There is always strength in numbers and chances are they usually go to the same spot over and over again as well.  I know I usually went to the same spots each time unless it was crowded.  Another good point is weekends are usally to busy.  If your schedule permits, best quiet time I found was Tues - Thursday  10:30 - 3pm.  Most people are working and kids although out of school can be a problem, the kids usually have particular hang outs so finding a none kid populated area shouldn't be to hard.  The kids usually liked the strip and a few local spots.  

I miss Va. Beach..... illegal or not, at least you have the oportunity!!  Here in Minnesota with the close minded midwesterners.... sheesh....  Its so depressing.  I just got back from Miami South Beach to get my sun/fun for the year.  Got a serious thong tan line too! lol  

Anyway have fun exploring and hope this helps!  I wish I could remember the name of the naval base.... I want to say Camp Pendalton?? Its definately NORTH of the strip.

Just returned from a week in VA Beach. I do believe thongs are illeagle as stated earlier, but I did see quite a few guys in speedos or squarecuts. I did see a fwe ladies in minimal suits, not thongs though. I spent the 5 days in my bikini without any problems. I wore a Joe Snyder mini bikini to both the beach and the pool and didn't have any problems. I stayed at the Marriott Courtyard North and had a great time. While I wish I could have been in a thong, it was nice to at least hang out with others in speedos and semi-daring bikinis.

Glad to hear you had a chance to atleast get out in your speedo.  I'll be up in Maryland in August and hope to get some thonging time at Assateague.

Everything is so perfect at Virginia Beach.  Lifeguard towers every other block or so, the sand is smoothed every night, the Gulf Stream warms the ocean, and there's even a paved bike/jogging path between the ocean beaches and the hotels.  My bro and his wife and I stayed in one of the very nice hotels facing the beach, and we hit the beach for some serious sun.  They wore conservative suits and I wore a thong.

We must have been on the beach blanket five minutes when one of the lifeguards approached us and said to me, "Get some clothes on!"  I'm from "out west", where people enjoy personal freedoms.  Seems like everyone "back east" lives obediently in a brick house with a flagpole in front and a light shines on the flag at night, and the name of their street is of some historical character they are all forced to remember.  Mygod, beautiful Virginia Beach is horribly depressing for anyone who cherishes his personal freedoms!

Have you thongers noticed the restrictive attitudes of easterners, here in the U.S.? 

About a half hour from Va Beach there is a nice beach called GrandView nature preserve. Its in Hampton. You have to park on State park drive and walk about a quarter mile to reach the beach. From there you will find a couple miles of secluded beach to the left. Its a great place for thongs. A few years ago there was a lot of nude sunbathing, but there were some complaints, so the police cracked down. Thongs seem to be perfectly fine.  One person even called the police to ask specifically and she was told they are OK on that beach.  I have also seen a couple thongs at the citys public beach "Buckroe" but the signs say "appropriate swimwear must be worn" and who knows what that means!
